apa.cls is a LaTeX2e class file that makes your document conform to the APA Publication Manual (Fifth Edition, 2001) specifications for manuscripts or to the APA journal look found in journals like the Journal of Experimental Psychology etc. In addition, it provides a regular LaTeX-like output with a few enhancements and APA-motivated changes.
This is a document *class* which uses (and modifies) some packages to achieve strictly defined formatting results and also uses the apacite package (sty & bst) for citations and references. If you only want APA-like citation for other kinds of documents (e.g., a thesis) use apacite.sty with an appropriate class.
Other than a running LaTeX2e installation and the apacite package for APA style citations (sty and bst), there isn't much you need in order to use apa.cls. Required packages for man mode are endfloat and endnotes. For jou mode there are no required packages.
apa.cls is distributed with two files you must read carefully before trying to use it, apacls.txt and examples.txt.

The apacite package (for LaTeX and BibTeX) attempts to capture the requirements of the American Psychological Association concerning citations and reference list as closely as possible. In addition, it provides a large number of options and other possibilities for customization, so that a wide range of citation styles and reference list styles can be handled. Furthermore, it also provides the possibility of automatically generating an author index.
The index package (index.sty, available from CTAN; search for index.sty or index.dtx) must be available in a place where TeX can find it. This is necessary for the apacite package if an author index is requested, and this is done in the document apacite.tex.
The url package (url.sty) must be available in a place where TeX can find it. This is not necessary for the apacite package itself, but for the test examples from the APA manual that are used in the document apacite.tex.
The documentation of the apacite package is in the file apacite.pdf. This file can also be generated by processing the file apacite.tex, which in this way acts as an extensive test of the package. To get the references, the author index, and the table of contents of apacite.tex right, the following list of commands must be executed:

I'm about to start working on some papers that require citations to be in APA format. I see from the CTAN listings that there are several packages that seem APA-related. Is there one that is generally preferred?
I've just started using some apa packages to write papers too. After a quick look at several of them, I've only tried apa.cls with apacite.sty (needed by apa.cls) it is great. Both documentations are short but well done. I've just experienced a problem with my tables when I want to format the paper with a 'printed journal appearance' but it is perfect in the manuscript mode (which is what I really need anyway). The apacite bib style is great too. Everything seems to be possible with it.
I'm sorry I cannot give you any advice about the others but apa.cls is really well done and uses apacite whereas some others try to implement their own bib style, which is probably not usefull anymore regarding the quality of apacite.

There is an example.tex in the distribution which is not meant to be compiled with LaTeX because it has mixed instructions and examples (so what you get is mainly error messages). Just read through and "steal" any parts of code that look relevant to your purposes.
