I have had this problem many a times. I discovered that it is due to another sound daemon already running or due to improper ownership of /dev/dsp so

  1. first, do 'killall -9 artsd' if you are into kde or 'killall -9 esd' or 'killall -9 esdloop'
  2. second, check if you have the ownership of /dev/dsp

in the worst case /dev/dsp might be overwritten as a null device ( it happened when i was playing with mknod ) so check 'file /dev/dsp' and the output should be

/dev/dsp: character special (14/3)

else create it with the command below

mknod /dev/dsp c 14 3

P.S: dont blame mpg321 for all this dont reinstall the app or the entire OS ( one of my classmate was embarassed to the extent that he reinstalled redhat 7.2 )
