There are a lot of different types of external subtitle files. Most contain textual data. That is the subtitle and a timestamp at which this subtitles is to be shown. Some of these allow for additional formatting, others don't.

There are also subtitles which are essentially pictures instead of text. These kind of subtitles are used in DVDs, VCDs and the external VobSub files.

It is not easy to stream subtitles. DVB or DVD subtitles encapsulated in a TS MPEG stream is your best bet.

This is the native subtitle format of the SubRip (http://zuggy.wz.cz/) (cache) program. It is one of the most used formats for subtitles.
Subtitles are formatted like:
n h1:m1:s1,d1 --> h2:m2:s2,d2 Line1 Line2 ... <empty line>
n = sequential number h1:m1:s1,d1 = start time h2:m2:s1,d2 = stop time
Usual subtitle formats are *.srt (subrip), *.sub (microDVD), *.sub (subviewer), *.ssa (Sub Station Alpha), *.sub (vobsub, requires a *.idx too).

This guide is to Convert OGM Anime to SVCD with permanent subtitle. Well i'm really not a professional in video editing so dont expect too much or any technical in this guide.I created it by searching many sites that had any sort of info on SVCD creating and by putting a little of all the methods I found I came up with a quick and easy way (that worked for me:)) to convert OGM into SVCD. Let me just say that i give most of credit to this guide to all the people that give there time to give helpful info on SVCD.
