If you use Koma-script:

\documentclass[bibtotoc,...]{...} or
\documentclass[bibtotocnumbered,...]{...}

 Else: tocbibind.sty
(e.g. ftp://ftp.dante.de/tex-archive/macros/latex/contrib/supported/tocbibind)[]
